Ukrainian Armed Forces have attacked at least 27 fuel and energy facilities in 16 regions of Russia since the beginning of 2025

According to an analysis by ASTRA, from January 1, 2025, Ukrainian drones (in some cases, missiles) attacked fuel and energy facilities in at least 16 regions of Russia. The Krasnodar Region suffered the most attacks — at least five attacks. Targets in the Belgorod, Tver, Nizhny Novgorod, Smolensk, Volgograd, Rostov, Kaluga, Saratov, Ryazan, Orel, Voronezh, Astrakhan, Samara, Tula regions and the Republic of Tatarstan also came under fire.

We have included in the analysis attacks on oil depots, oil refineries, oil pumping stations, petrochemical plants, linear production and dispatch stations, bulk bases of liquefied gases, gas processing plants, nuclear power plants and thermal power plants. The material is based on information about the attacks from ASTRA’s own sources, Russian and Ukrainian officials, as well as the companies themselves. A number of facilities were shelled several times in 2025, for example, Ryazan Oil refinery and tank farm in the Voronezh region.

12. Sibur-Kstovo Petrochemical Plant in the Nizhny Novgorod region
