An eyewitness sent ASTRA two videos and said that people “in khaki uniforms with Z patches” were trying to drag the woman away in an unknown direction. According to him, these people in an unidentified form “pulled people of Asian appearance out of the crowd.” At the same time, passers-by and employees of the Nemchinovka Moscow Central Diameter station, which is located in Odintsovo city district, ignored what was happening. The incident occurred at about 8:25 a.m. Moscow time.
In one of the videos, a man in a camouflage uniform introduces himself as “People’s Guard” and says that a “migrant check” is underway. Next, he asks the woman to show her documents, and when she informs him that she does not have them with her, he offers to go with them.
The woman repeated several times that she was not a migrant, but a Russian citizen, and asked others to call the police to the station, but the man said that he himself would take her to the police office. In another video, a man “in a khaki uniform” is already dragging a frightened woman somewhere with the words “let’s go.”
In the frames of the first video, the name of the public organization represented by the man in camouflage can be seen, the “People’s Guard of the Odintsovo City District of the Moscow Region.” It has been in existence for 17 years and is registered at an address in Odintsovo. At the same time, in February of this year, the official website of Odintsovo city district reported that people’s squads are being created on the territory of the municipality, and “more than 300 residents of the district have already expressed a desire to provide all possible assistance to police officers in protecting public order.”
According to the Federal Law “On the participation of citizens in the protection of public Order”, people’s guards have the right to “use physical force to eliminate a danger that directly threatens them or other persons,” in other cases, “they are prohibited from using physical force to prevent offenses.”
The fate of the woman detained with the use of force by the people’s guard at the Nemchinovka station is unknown.
